Emergency Management Staff

The Town of Cohasset Emergency Management Agency is composed of several individuals with years of public safety and emergency response experience. The staff oversees the numerous divisions within CEMA and acts as the town's resource in emergency situations.

 
 

Glenn Pratt, Director

Glenn was born and raised in Cohasset and he has resided in the town for almost all of his life.  He is a graduate of the Massachusetts Military Academy and served during the Vietnam war years as Aide de Camp to the Commanding General of the Army National Guard’s 26th Infantry Division. Glenn is a business executive and a community volunteer and he assumed the role as director of the Cohasset Emergency Management Agency (CEMA)  shortly after the events of 9/11. Over his tenure as the director he has put together a team of senior managers, developed a Community Emergency Response Team (CERT), built out an Emergency Operations Center and set CEMA up to respond to the community needs in an emergency incident.

John Dockray, fire chief

Chief John Dockray joined the Cohasset Fire Department in October of 1987 as a call firefighter, while securing a degree in Business Management from Massasoit Community College in 1991. John was appointed a full-time Firefighter / EMT in April of 1993. He earned his degree in Fire Science in 2005. Two years later, he was promoted to Lieutenant / Paramedic. John served as the department's EMS coordinator, and was promoted to Assistant Fire Chief in January of 2012. On April 23, 2022, he was appointed Cohasset's Chief of Department.

william quigley, chief of police

 Chief William Quigley joined the Cohasset Police Department in 1987. He served as a dispatcher, animal control officer, and summer police officer, before becoming a full time Cohasset Police Officer in 1995.

Chief Quigley was promoted to the rank of Sergeant in 2002, Lieutenant/Patrol Commander in 2007, Deputy Chief in 2011, Acting Chief of Police in 2012, and was appointed as the department’s permanent Chief of Police in August 2015.

Chief Quigley has received numerous commendations throughout his career, including three Cohasset Police Life Saving Medals, the Greater Boston Police Council 2007 Statewide Award for Excellence in Policing, and a commendation for Valor from the Massachusetts House of Representatives.  He holds a Bachelors Degree in Criminal Justice from New England College (Cum Laude), certification from FBI-LEEDA, and is a member of the International Association of Chief’s of Police (IACP), Massachusetts Chief’s of Police Association (MCOPA), and the Norfolk County Chief’s of Police Association.

 

FRED KOED, SENIOR STAFF

Fred Koed is a long time resident of Cohasset graduating from Cohasset High School in 1969. Mr. Koed has a master’s degree in Public Affairs from the John McCormack Institute at the University of Massachusetts-Boston. For the past 30 years he has worked in state government in human services in Information Technology at the Executive Office of Health and Human Services. 

Mr Koed has held many appointed and elected positions in Cohasset town government from 1983 to the present, including: chairman of the Advisory Board; Governor’s Appointment to the Cohasset Housing Authority; chairman of Cohasset Water Commission; and chairman of The Board of Selectmen. Mr. Koed is also a past chairman of the Norfolk County Advisory Board. 

Mr. Koed has trained and passed several levels of training in the Incident Command System (ICS), used by federal, state and local authorities when they respond to various types of incidents such accidents, and natural disasters. Mr. Koed now serves as Senior Staff member of the Cohasset Emergency Management team.

DANIEL PIEPENBRINK, SPECIAL OPERATIONS

Daniel has been a member of the Cohasset Emergency Management team for the past 6 years serving in several capacities. He also continues to hold the position of Special Police Officer at the Cohasset Police Department.  

 

 

 

Rich Kinscherf, Special Operations & Communications

Rich a lifelong resident of Cohasset has been a member of Cohasset Emergency Management (CEMA) since 2015. He assists CEMA with communications, social media and special operations, he is responsible for fleet management and deployment of special assets with the Cohasset Police Department. Rich holds a degree in Finance with minors in Computer Information System and Law from a Bentley University. Rich is a Financial Analyst for a national cybersecurity company.

Tim Burnieika, CERT MANAGER

Tim a long time Cohasset resident and has been a member of the Cohasset Emergency Response Team (CERT) since its inception in 2012. He was named Logistics Chief of the CERT team in 2014 and was appointed CERT Manager in 2022. Tim has assisted in training new CERT team members, and has directed incident training exercises. Tim has been activated at multiple CERT deployments including Cohasset's COVID vaccine clinics, the outdoor Annual Town Meetings (2020 & 2021), and at warming/charging centers following severe weather. Tim is a graduate of Harvard College and he serves on the Cohasset Recreation Commission as well as the board of the Cohasset Lightkeepers Corporation.

Michael Dick

Michael has been a Cohasset resident since the Fall of 1993. He holds a Bachelor of Arts from the University of Connecticut and completed continued education courses in project management. Michael’s professional career spans 20 years of motion picture and television production as well as 20 years at Fidelity Investments in Business Technology project and change management. Michael has 20 years of experience in Contingency Planning and Hazard Mitigation with training in severe weather, technology and building outages, pandemic illness and civic events. Michael advises Cohasset Emergency Management Agency(CEMA) efforts to plan for and mitigate hazards.
